Perkembangan perbankan syariah di tingkat internasional telah mendapat momentum sejak 1970-an. Perkembangan yang dimaksud secara umum mengambil dua pola, yakni: pertama, mendirikan bank syariah berdampingan dengan bank konvensional (dual banking system), seperti yang terjadi di Mesir, Malaysia, Arab Saudi, Yordania, Kuwait, Bahraian, Bangladesh, dan Indonesia. Kedua, merestrukturisasi sistem perbankan secara keseluruhan sesuai dengan syariat Islam (full fledged islamic financial system) seperti yang terjadi di Sudan, Iran, dan Pakistan. Pola dual banking dalam konteks Indonesia tidak dimaksudkan untuk selamanya. Hal ini dibuktikan dengan adanya pengaturan mengenai keharusan melakukan pemisahan Unit Usaha Syariah Bank Umum Konvensional dalam jangka waktu maksimal 15 tahun pasca-diundangkannya Undang-Undang Nomor 21 Tahun 2008 tentang Perbankan Syariah. Oleh karena itu, peranan regulasi menjadi titik krusial dalam kedua model tersebut karena seluruh inisiasi awal perbankan syariah dimulai dengan dukungan regulasi yang memadai.

Perkembangan perbankan syariah di tingkat internasional telah mendapat momentum sejak 1970-an.
